BTW: Those numbers are not legal per Section E.24.b and E.24.c:
Section E.24.B:
The number plate digits must be solid black and at least six inches high. The distance from any digits edge to the outside border of the number plate must be at least one inch.
Section E.24.C:
Backgrounds will be white for all competitors except Novice and Graduated Novice. Novice and Graduated Novice will be required to use yellow backgrounds.
The red background to the numbers violates C due to the background not being white. Or the red background violates A due to the numbers not being solid black. Unless of course the head scorer or referee said its ok. (sub-section g)

Actually, its not in violation as the rules do not specifically state whether an accent color around the outside of the numbers are/are not permitted. As it stands its not illegal. I disagree as that color isn't an accent it is a background. :) The question is what defines "background" (not in the rule book) and what defines "the number" which is not in the rule book.
